I believe the P is the restricted Iowa model, the S is non-restricted.

That's what I thought (and hoped... top speeds of ~25 seemed symptomatic of Iowa model and I didn't want anything else to be 'wrong'). I recently acquired this one from a friend and I'm slowly getting all the parts together. I took off the muffler to check if there was the restrictor/washer and it did not have that. Having some trouble getting into the kickstart motor (I think a bolt that I thought was missing is broken off in there!) to check whether that restrictor plate is on the clutch (as shown on
http://www.scootertherapy.com/Eliteclutchpage.html). I'm planning to take it in to the Honda place near my work... I'll let you know what they find.
