spree bogs down..think its the chok

i have a 87 spree and i was riding it and its ben bogging down at like 20 and not even hiting 25...i think its the chok staying on and not leting it reach top speed...any one have any ideas on how to get this fixed or if i can put a manual chok on please tell me i really wna ago mopeding ...thanx
