I have a Honda aero that no longer needs its oil pump and the cable is dangling there. Can I cut it off or will it mess it up? If there is a best way to deal with it let me know.

You want to take that pump and shaft out, plug the oil line securely, and install an oil pump plug. I'm pretty sure a plug for an AF16 will work but be sure it is sealed up good which means use something to hold it down and in place like a strap of metal and a bolt. You do not want any kind of a leak there! It would ruin your day. So, I suppose you are premixing the fuel/oil?

I have found that when trying to use a split-type cable without the spring assist of the oil pump attached, it causes issues. The throttle wont fully spring back when released and could cause it to partially hang open. The single spring at the carb barrel isnt quite up to the task of pulling the double cable by itself.

Con: throttle stuck open. Could cause a serious safety issue when riding.

Pro: yay! You got cruise control!

Cut it. I have a stock dual cable from my honda elite sr 50 that will fit it. If it doesn't work I'll send it to you for replacement. You pay shipping. Let me know.. I want it off of my table as I just took my pump out and put the plug in it's place and put the new single throttle cable on the 24mm carb.

The right way to do this is to disconnect it at the junction, and remove both the cable and the cable shroud. Iirc that junction can be disassembled and the entire oil cable removed.
If you can't do that, leave it alone. As others have said, just cutting off the cable end could lead to binding of the throttle.
I assume you've properly plugged your case, and aren't just letting the pump spin dry.
