Honda lead NH50 1990 - belt cover

Hi, I'm trying to remove the belt cover, but it seems to be stuck on the Kickstarter axle. What am i missing?

A bigger hammer….Ive seen people goop them on with RTV before. Make sure theres not a hiding bolt still on the underside.
The kicker’s moon gear could be jammed up inside. Take the fan shroud off the other side and spin the fan back and forth to see if the crank spins freely. If it spins fine…hammer time!
