I have a 86 spree and i was told not to do anythng to make it go faster that already can because the older motor will not handle it'll blow rings and other stuff...i would like to hop it up but if i have to take a chance of ruining the whole scooter i would rather have it run good at 32

Who told you this? Dont listen to that person ever again. A spree can be modded to do 40mph with a mill, a set of files and some drill bits.

BUT wont that give it less low end torque?
