My first spree!

Hi,
I'm from Montr├â┬®al area in Qu├â┬®bec, Canada.
I just buy my first Honda Spree 1985 last week.
It's my 7th 49cc scooter since 1993. I like to buy old 49cc scooter and rebuilt.
It's a real small scooter the spree if i compare with my Hyosung Prima Racing 2005.
In need to repare my spree because it was in parts when i buy! The gas tank is rusty and i need to clean carburator. I have 120 psi compression in the cylinder.
The body was repeint blue, the front fender and the floor are black.
My question is: Is it normal the little hole on the pipe just before the muffler?
