its from the French film "Taxi{1998}"

It has an almost identical story line as the Taxi{2004} that was done in English. With a few small changes. Like in the 1998 version the intro is the main character on a scooter, In the 2004 version the main character is on a bicycle. A few other small changes also, but mostly they are the same movie.
