The gas stops leaking when the motor stops because that is what it suppose to do. It runs on a vacuum which draws the gas into the carb when the motor is cranked over or started.
As far as gas pouring out of your carb is your gasket in the carb?
Is your carb attached securely?
Do you even have a float in your carb?
Are your idle and air jet screws in the carb?
If yes to all I would suggest finding a different carb on E-Bay.

Make sure your float and needle are installed properly and that the needle closes when the float is at its' high position.

I think you should download the Spree Manual under the technical documents forum. It would help you alot on understanding the workings of the carb, throttle valve, jets, etc.

Improper jet size will not cause gas to overflow from the carb. Clip position on the needle jet will not cause gas to overflow from the carb either. Have you checked the float and needle to see that they are working properly?
