fresh battery and all I get is tail lights and blinkers. No engine turn whatsoever. Frozen starter? Fuse? Kickstart is missing so maybe I should pick one up to start that way? any advice is appreciated, thanks :(

It wont work without a belt cover as it holds the starter gears together.
I am not a mechanic, nor do I play one on TV. Actually my advice is probably worth slightly less than what you pay to view it.

check the fuse. if good, check the relay. if good, check the wire clip going to the starter. check the grounds. if still no go......remove the starter and check it.
