how the * do i take apart the throttle needle valve assembly to change the rich-lean setting?

First unscrew it from the carb on the top. Then if you look down the side with the slot there is the cable end in there. Push the piston up compressing the spring then take a seal pick and push the cable end out the bottom. Next slide it down the slot on the outside, it will detach the cable from the piston. Then look down the center from the top and you'll see the retainer. Use the seal pick to pick it out and then the needle valve will come out. You'll see the slots to fit the E clip on then.
You don't need any special tool pick. Just hang on to the throttle valve and push down until the throttle cable end comes out and detach it.
Push up on the needle and it will come out. Watch that you don"t lose the little expansion clip which holds the needle securely when you put it back in. Use a needle nose pliers to detach and reattach the little half ring which you use to set your setting of rich or leaner.
