I'm about to go through the process of cleaning the rust from my tank on a 85 Spree.....when I removed the petcock is looked pretty nasty on the inside...can that be soaked in the carb cleaner stuff....it doesnt look like it can rust....but the inside(looking through the top hole) looks pretty brownish. I can order a new one from a dealeship for around 50 bucks...or I think E Bay had one...or maybe someone here has one to sell.

Worst case you can cap the vac nipples and break the diaphragm with compressed air.

I'm in the same boat. I've sprayed mine out with carb cleaner and canned air, but I'm curious whether that will be enough. Is there anything inside there that I just dissolved by doing this, or should it be okay?

Soak the petcock in clean gas usually works. Carb cleaner will eat up the diaphragm if you're not careful.
