yeah it doesnt seem to run under 15. but one it gets over 15 it takes off. could this be in need of a carburator clean?

Clean carb, air filter(replace if not half inch thick and spongy), and clean two ports on airbox lid. Do a plug chop.
I am not a mechanic, nor do I play one on TV. Actually my advice is probably worth slightly less than what you pay to view it.

yeah the filter fell apart when i took it out so i am just running it with out one untill i can get a new one. what is a plug chop?

Stop right there. Don't run it again until you get a filter, AND clean out the air box and the carb. You run the risk of frying the motor running without a filter, and undoubtedly your carb has sucked in some of the old filter (bad).

The motor will run lean and slowly melt internally if run without a filter not to mention all the dirt and bugs it will suck in.
I am not a mechanic, nor do I play one on TV. Actually my advice is probably worth slightly less than what you pay to view it.

Its $4 at any Honda quad/motorcycle shop.
