NQ50-only runs with finger over air intake

Hi,I am new here. My name is Jim and I live in Jackson,Mi. I picked up this 1986 Spree as a non runner. I have gone through the old posts and have not found a solution for the problem I have with this scooter.
I give it a shot of carb cleaner to actually start it. Then I have to keep my finger over the air intake at air cleaner cover to regulate the air flow otherwise it revs up until it runs out of fuel in carb. If I keep my finger over the air intake,I can keep it at low enough idle to keep it running. As soon as I start to take my finger away,it will rev up higher.
I have taken apart carb and checked for blockages and found none. I checked the bystarter for resistance and it is withing spec. It is also getting warm after running awhile. The only thing I have done wrong is mixed some regular 2 cycle oil with the injection oil,but I don't think it would cause this problem. I check with carb cleaner around carb mounting gasket as well as oil pump for leaks and found none. I check vacuum pod with vacuum pump and I have gas coming out and into carb bowl. Adjusted carb air screw out,in and in between to no avail. I have adjusted throttle stop as well. I downloaded the tech manual from this site and followed directions. Please help as I am missing something simple here and getting frustrated. Thank you Jim
