Troublesome carb

All right, I just joined the forum about five minutes ago. I bought my Spree from this older guy who was raiding some parts off of it. I stripped it down and put new rings, oil seals, crank bearings, and gaskets on it. I have worked on several Yamaha Razz mopeds before, so I am familiar with the setup on these devils. Anyway, I tried to start my Spree today. After cranking on it for awhile and playing with the screws, I got it to run. The problem is that it won't idle. When I turn the throttle stop screw to get it to idle, it dies. Also...I rode it for about five minutes. I don't have much control over it with the throttle. It wants to approach about 20mph. I can get it to go faster with the throttle, but it won't slow down otherwise without the brakes. I'm know it has an idle problem. When I was cleaning my carburetor, I couldn't get anything through what I think is the idle jet. It is almost like the passage is blocked with metal and it was never meant to be open. Am I supposed to get cleaner or air or anything through the idle jet?
