Elite carb problems?

I recently inherited a 2001 Honda elite basket case. After reassembling and finding a few bum parts (fuel petcock, fuel lines and a spark plug) it fires right up, but as soon as you install the air box cover it bogs out and will not run. But it runs fine with no cover. I have taken the carb apart and cleaned it but every thing looks good. If anyone has any ideas it would be greatly appreciated. thanks

wash the air filter and check for clogs in the in the air hose
