You unhook the fuel and vacuum lines, unbolt it and follow this guide http://www.hondaspree.net/phpBB2/viewtopic.php?t=5389

take it off. then dissasemble it as far as you can, then soak all metal parts in a bowl of carb cleaner. Make sure to take all gaskets off, and i wouldn't soak the float needle. it has a rubber tip that could be damaged

don't poke anything in the little holes

When done soaking, use either brake cleaner or WD-40 and squirt thur every passage to make sure they are all clear. If not clear soak some more.

if you've got it compressed air works well to blow out the holes. you can use a can of Duster air, but it doesn't work as well as an actual compressed air gun.

even when you think the holes are clear, blow through them a few more times, sometimes you'll think they're clean enough but they aren't

The trouble with compressed air is, if the pressure isn't kept to 30-35 psi you can blow pressed in restrictors, seats, etc out of the carb and create new problems. The brake cleaner or WD-40 won't do that and will actually work as a solvent to clear the blockage.
