1987 SE50P, will this make it go 30?

So I used to have a 1987 SE50P, but I sold it to a friend of mine mostly because it was just too slow, only 27mph. Now that I found this website I wish I hadn't sold it. Anyway, I still see it a lot and I would like to help my friend out by taking some things I have learned from this site and make the Elite go a little faster. First off my friend is a cheap *, I mean REALLY cheap, to the point it can * a guy off, so I plan to do only cheap mods. Here is the plan...
I plan to first take off this plate from the variator that I have been reading about. Then I'm going to check out his rollers, maybe convince him to get some lighter ones. The last thing I plan to do depends on what the drive face looks like. On my Ruckus there is a slight lip where it comes in contact with the drive boss. Over at totalruckus some people have been shaving this down to allow the variator and drive face to get a little closer together on the top end, thus letting the belt ride a little higher and increasing top end. The only trick is to put a washer of the same thickness that you took off the lip behind the variator when you reassemble. I plan to do this to both my Ruckus and my friends Elite, only problem is I have not seen any pictures of the drive face on here so I don't know if it has this lip that the Ruckus has.
I hope that after all this is done he will see 30 mph maybe 35, but I do not know for sure. Can anyone tell me if this sounds like a good plan?
