Dead '86 Spree - no suction

Right, so this is my first scooter, I bought it from a shady guy, and it had no torque originally. I figured it would be a simple enough repair, and took it in. After buying it, I bought a gas cap for it, cleaned the carb, and gave it an air element-but I'm not sure about the cable assembly, and I'm pretty sure the vacuum hose isn't getting any 'suck'. It would start up fine, but couldn't accelerate for crap, then it sat around for a few weeks while I got all the parts to put it back together, and now it won't kick.
does this assembly look right to you?


When I first got it the black/red cables were the reverse of what they are now. If you suck on (what I think) is the black vacuum cable, gasoline flows from the red one; but if you pull the vaccum cable from the gas tank, cap it with your finger and hit the kick-start, there's no suction at all. Thanks in advance for any help, feel free to ask questions if I've left anything out.
edit: Spree doesn't like the cold, but the throttle is now stuck on full-see newer post.
