Please Help, trying to bring my old spree back to life

Ok, lets start off by saying i can successfully take my carb off and have it apart in less than 2 minutes. I have soaked, cleaned, and blown the crap out of it.
I have Replaced the bystarter, plug, and main jet
Well i have followed eveyones advice and now I am stuck.
My spree will run perfectly as long as my air intake (box) is OFF!!! when i put it on it simply bogs down. I will say as long as my air filter is out it will run decent.. My air filter is oiled down and clean.
I haved owned this scooter for 15 years i just want to get it running for my kids someday.
I haven't checked the reed valves, could this be the problem?
Please Help!!!

How well does it run sans filter?
The quick way to check the reeds is to unbolt the carb. Blow into the intake tube. Then pull back. Try not to inhale too much
. If there isn't a good seal you should unbolt the mani to see why.
If the reeds seal tightly you should perform a compression check. Harbor freight has a $10 gauge that's just good enough.
If you get above 90 you might have to break down and buy a new filter element. Sometimes the open cell material in the sponge breaks down and blocks the air. If that doesn't fix it, soak the carb some more.
Be sure to push out the emulsion tube under the main jet and clean that out as well. Better yet, buy the several kits to replace the vital bits. Honda-san has them.

just bought new filter.
well i finally what sidelined my spree so many years ago. I remeber one day my spree just stopped running. i was only 12 at the time so i put in the shop and left it. 2 weeks ago i got it out of storage and began working on it. the carb was dirty, new filter, and so on. it would only run when the airbox was off so i was stuck. I read a post where someone said check the 2 airholes in the airbox!!!
i went outside and looked and found both holes caked up with MUD!!!!
I cleaned them and, now she runs perfect, well i have to let her warm up first but i am very HAPPY....

That happened to me once but it was a mixture of dirt and blowback oil. Cant believe it didnt come to mind.

would this cause it to not start at all? the clogged air filter holes?

It could, I check mine whenever I have the lid off now.
