i am a COMPLETE noob when it comes to scooters. i just bought a stock 2001 honda elite and i have no idea how to take the restrictor off. also, i want to eventually let it run to about 50 mph. how can i do that and is it possible to spend under 130 dollars? someone please help me out with the dumbest instructions you can possibly give lol
