throttle cable sticking

setting up my spree and thought I would install a throttle cable that is in better shape. Trouble is, now when it's all hooked up it binds and the throttle does not return. When it is not hooked up the the carb, it seems to work just fine. Would you guess it's not seating properly? It wouldn't be that little rubber boot in the grip that's binding with the cable, would it? :( Thanks for any help.

You have to make sure the throttle valve falls all the way down in the top of the carb. You will know when it is correct. Turn it until it falls all the way down in there.
