can someone baby step me through taking out restrictors?

im seriously a noob at this stuff, and the automated guide in the other pages didnt help me. my scooter (2001 honda elite) wont pass 25mph, and its * me off lol

For the variator.
The muffler has a washer welded in at the engine side that you need to Dremel out.

I was wondering the same thing but i have a 1986 honda spree 50 cc, Does my clutch have a clutch limiter?
