well we are not going to be able to tell much by photos when it comes to that part. just look it over for holes, or leaks or anything like that.
when the motor is running spay some starting fuild around the ends of that. if the motor rews up it means you got an air leak.

I think that this is where your problem is also; spraying starting fluid here (between the carb and the manifold-not the airbox) will confirm it. There is a plastic piece between the carb and the manifold that goes to your engine, and a rubber o-ring on each side of it (one is on the carb). They get old and flat and leak. You can take the 2 bolts out and get to them easily. Make sure that you put them back the same way, one is longer than the other, it's the one nearer to the engine.
If you have a leak here it can cause the kinds of problems you're having, the engine will lean out and run better when you either squirt gas into the carb or put your finger over the opening. You might fix the symptom by richening up the mixture by moving the needle up a notch or 2, but the o-rings are probably the real fix.
Let us know if this fixes the problem.

Yup---you can see a brown plastic piece about 1/8" thick between that and the carb--there's an o-ring on either side of it. Spray some starter fluid around it, if your idle goes up, they're leaking and you need to replace the o-rings. If nothing happens, then you have another kind of problem.

You could also use wd-40 this will swell those old orings so they will work again.

well technically. one of the orings clips into the carb and one clips into the brown spacer/insulater , but not to bust B***s it should look like this
but try what john said and it should nail you prob, if thats whats causing it

I finally got around to checking it out and I don't know if it's just me but there don't seem to be any orings that I can see... just the brown spacer. Am I correct?

There's one on each side of that spacer.

I didn't have any starting fluid to spray to test so I tried taking a small piece of electrical tape and trying to put that tightly around where the spacer is to help block any air (I know it's not the thing to do but I said if it is this problem it might be a little better if I do this and I can see). When I turned it on I noticed that it sounded a lot smoother running than before. When riding the same symptoms were apparent but the scooter ran quieter and smoother. I found it much easier for it to get to top speed (providing level ground), and when it did it actually kept going top speed and kept pulling for a long time. I was actually able to ride down the road because I could get it to stay at 25-30 mph.

take the carb. off, the little spacer will just fall off. the spacer should have a rubber ring on/partly in it on one side. the carb should also have one partly in it but sticking out a little.
you should not be able to see the rubber ring unless you take the carb off. it is..... umm.... hard to describe. ill try to get a picture of mine real quick for you.

this is what the o-rings look like.

when putting back together make sure every thing is nice and clean. i had a piece of dirt blocking one of my o-rings for selling all the way a long time ago . didnt want to run right.

So I guess I have to order the rings from honda or are they some kind of standard size that some other place would have?

well take it all apart. take the spacer to a hardware store. ( some were like ace hardware or lowe's ) they should have something like what your looking for. honda would have it for sure but there kinda a pain to go though some time.

Wait you're saying take the spacer to get a size for the new orings, right? Why not just take the old ones?
Also, would that WD-40 trick suggested work?

you could just take the old o-ring. i was just thinking take both the old o-ring and the spacer you would for sure get the same thing.
and i think the WD-40 trick would work. it seems to burn good.
also what kinda of camera you got? those pictures are amazing quality. my camera is really nice but those up close pictures suck on mine.

What kenny meant by that I think was that it would swell up the rings, negating the necessity of purchasing new ones.
Oh yeah and my camera is really nothing special just an old sony 4 megapixel (was like 800 dollars when it came out though but it's pretty big and a few years old). The pictures aren't amazing actually but the key is to put it into macro mode for close up pictures.
