Rebuilt carb , new fuel lines , fuel filter question

I just rebuilt my carb , Im replacing my fuel lines , and I wanted to check my fuel filter but somewhere down the line someone has replaced the fuel strainer with an automotive airconditioning orfice tube , and it was plugged solid.
I cleaned out the fuel tank but am reluctant to put another orfice tube in the tank , would it hurt anything to leave the strainer out and put an inline filter in the fuel line instead?

It's a personal opinion. what I dislike about no tank strainer is * can lodge in the petcock seat, eliminating the dual channel safety (petcock + carb needle). Once that occurs a single fault (leaking carb needle) can dump gas into a person's garage...

In practice, this is a dual channel safety design, but with no fault detection. If the petcock fails or needle is leaky, no one knows, until the other circuit fails. Then the result is fuel where and when it is not wanted.
